The voices: Microsoft Sam and Microsoft Mary are included with Microsoft's speech engine (which can be freely downloaded from the Microsoft website).
These are the only two ';free'; voices. All other voices are either bundled with some software application or are sold separately. Most voices cost between $25 and $35.

As you can see, the voice provides a more interactive experience in using the computer. The voice makes the computer sound more life-like creating a more comfortable use of the computer.
It's not just about cutting-edge technology. It's about how you interact with the machine. When you talk on the telephone, if it sounded scratchy, you would replace it.
