Surgery on your voice box is a really bad idea. You could try voice exercises that transgendered men use. They're capable of raising their frequency and pitch to the female range.
i have a lower voice also..not like a guy, but sultry. guys love it. girls with super high voices can seem really annoying and prissy, while girls with lower voices seem easier to get along with and are naturally sexier. embrace it! i felt the same way about my voice when i was your age, and now i love it.
